What scale? There is what seems to be a very nice all photo-etch 1:700-scale kit for USS Passaic from Captain Rabbit Models available from China. The only significant changes needed for the Russian monitors in their as-commissioned state are:
Taller funnel
Boats on taller davits (the not-so-great idea was that the guns could fire below them - this ignored the blast effects!)
Canvas covered 'heads' on each quarter.
