MY understanding is they were carried paint or tarpaulin in areas where friendly aircraft were operating??

Probably not on the hinomarus, but there's no way to be certain.They were still occasionally used later in the war. Mogami and Kumano were both photographed with hinomarus on the turrets at certain times in 1943 and 1944.
