Only USN ships would use USN camouflage colors. All commercial ships and yards (USNS, US Maritime Commission and all other commercial carriers) when requesting camouflage guidance were told to approximate 5-O or lead color. They were given no formulas nor paint codes just to observe USN ships and approximate a match. Decks were likely a dark gray.
