There is a difference between a warship (including patrol vessels), which can move also through ice independently, and an icebreaker designed to help other ships through ice.

A patrol vessel for the Arctic, e.g. around Greenland, should not depend on the presence of an icebreaker, but should be capable to break ice by itself.
