Yes I believe the sinking ship is a tanker .The plane is a B-18 Bolo bomber but these planes were shared with the British and Canadians airforces and renamed Digby .
For the ship it looks like a modified Wickes /Clemson class destroyer(WW1 4 stacker) into a destroyer seaplane tender(AVD).

I cannot give you any more info than what you see in these two shots. I cannot identify the plane or the ship in the foreground.
To me, the sinking ship appears to be an Oiler.
