Yep, all of her cowl vents have white canvas covers over the openings.

The beatup ship between the cruisers is the old Baltimore that was with Deweys squadron at the battle of Manila Bay.

This photo of USS Arizona on 12/10/41 also captured USS St. Louis and USS Phoenix. Both ships had just returned that afternoon from seeking out the Japanese fleet. They were part of taskforce 1 that left the harbor on 12/7/41.
Both St. Louis and Phoenix are very freshly painted in 5-S (overall sea blue) which was applied just days before 12/7/41.
