I've always used a new #11 x-acto blade on a hard plastic tile with a small transparent plastic hold-down for a perfect edge that leaves no burs. Tend to go through several blades (tips break off) but I can always get a perfect separation without any filing or damaging distortion of the etch part.
Generic X-actos are cheap and sharp enough at my LHS, though the steel is not top quality.

What would be the best tool for cutting photoetch? Mostly for cutting railings and other parts off of the fret. My 2 choices that I looked at were Tamiya Photoetch scissors or Xuron cutter.
