I believe you are thinking of 1/192 scale (1/16"=1ft), not 1/196. In any case both are very close to 1/200 and there used to be a company on the old ShapeWays site that produced a 3D printed 1/200 Colorado waterline hull in about six pieces. I bought one, and after scratch building the lower hull, am (slowly) building it as USS Maryland c.1935. Hull length is approximately 38".

Unfortunately I can't remember the name of the company so I don't know if they are still operating independently from ShapeWays. But I see more and more 3D printed 1/200 ships coming out as full kits, so it may just may be a matter of time before a 1/200 Colorado appears.
