It's a while since I've done it but I always used a contact adhesive, Evostik in the UK. It's often used to stick down carpet tiles. It allowed a bit of adjustment time and even when set stayed a bit flexible. I was sticking a PE Deck to a Resin submarine and had been told that due to the different expansion rates of the materials I needed the flexibility.
