The fact that the sailors are wearing skivvies, shorts and the standard issue white cover, and the fact the ship is painted 5-D tells me without a doubt this is 1941.
These further images of the ship firing her main battery gives us some more clues who she is.
Notice the top of turret #2 with the two willow green stripes over white. Notice also the life raft is painted to match. The top of the raft is painted white (probably also with a stripe of willow green on it) but the sides of the raft are 5-D.
Notice also the two deck rings around turrets #1 and 3 and the very light anchor chain plates at the bow.
We have a couple of overhead shots of Helena. Rick Davis has one showing her at Mare Island July 24, 1941. There are no deck rings on her or any Browning MG's on her decks.
Then there is the post attack shot of her in drydock #2. Again, no rings and no Brownings on her decks.
These unique features are making me lean towards this being USS St. Louis.
