I'm concerned about the constant shifting of the U.S. Navy's intentions and plans. I see plans, intentions, and strategies, but they often fail to materialize. China is constantly churning out ships (even though their true combat capabilities remain to be ascertained). We can't waste any more precious time and risk being unprepared. No one can take that risk anymore.
