I forgot! A small pair of dividers for measuring lengths between bends and folds. Dividers are more accurate than measuring with a ruler.

Dedicated folding tools are pretty useless when it comes to railings. I second the above choices - sharp scissors or a good pair of mini cutters, a small pair of pliers (needle-nose are good), and tweezers that have a good grip.

These are the main types of items I use.
A decent small scissors to cut the PE.
A good set of tweezers.
And mini pliers. It's important that a flat nose and needle nose have no teeth.
I also have flush cutters, a hold and fold, and X-acto knife, but I don't use them as often as the other items.
These are examples of the items, there are many types and sources.
