August 12. that was from France. French surface mail. Abebooks. Expected in two weeks. I budged 30+ because of experience with surface mail.
The other from Gemany purchased Sept 12.
ebay.
Shipping was by DHL packet in the German case
Books were small. Actually value without shipping costs was 16 euros and 18 euros.
I thought the French book being August 12 purchase that I was safe from the August 29 de minimis imposition.

The other things I found were all dated much earlier. This is "the latest news" I found.
I have also read that the situation is variable, though. I wonder what has changed. I suspect that foreign shippers are not at all well informed, so choose to err on the side of caution and just not ship.

One from France and one from Germany. Value $26 and $44 respectively.
German seller advised shipments no longer possible due to political situation. He phrased it differently.
Attempted to purchase from another German seller and same answer. No more shipments to the USA.
