I second you, same very simple solution in France for both possibilities (a & b). More, La Poste sends you an email with the amount of tariffs to be paid on imported parcels from outside the European Union (when applicable), you can pay online and when done, the postman delivers !

Yes, it's amazing. The US is home to so many tech companies, yet it has not implemented an easy solution comparable with Finland's.
In Germany, there are two options:
a) You pay the seller (usually only possible on platforms such as eBay, Amazon and AliExpress).
or b) you pay the postman when they deliver the parcel.
