I seem to recall the Russians first blamed the sinking of the Kursk on an American submarine.

25 years ago, on 12 August 2000, the Russian submarine Kursk sank after a explosion of hydrogen peroxide leaking from a torpedo, which caused other torpedoes to explode. Putin was already president at that time, the Russian Navy delayed rescue attempts until it was too late and also the 23 sailors, which had survived the explosions, had died. In total, 118 died on board of Kursk .
