Thank you for this info. Yes, quirky indeed. So, as you can see, my understanding of it is "basic." I have not bothered to "master" all its details. At order time, I put in my address and see if tax is added, or not. I am usually mentally prepared to find it added, so my mind is already made up to order regardless. It is nice when I discover it was not added.
