Well, that's a subjective opinion. There are plenty of inferior models coming from China also (USS Texas anyone???). You mention Revell Germany. They still make kits that were made by Monogram and Revell in the 1970's, as well as Italeri, AMT, and many others. Every company has their "inferior" models, but they keep being made because for some, they are what they want. Technology has made model kits better, as new methods are developed to create the molds, and new design processes translate into mold better. Comparing Revell Germany today to Revell USA of the 1970's and 80's is like comparing a Chevy Nova from the 1960's to a Chevy Nova from the 2010's.
I think you're missing the point on the tariffs. The Chinese didn't just place a 118% tariff on models, rather they placed it on EVERYTHING coming in. HS 95.03 is just toys. There are numerous HS classifications, and all have the 118% tariff. In your microcosm, you're correct about penguins, but in the real world...

So, the 145% tariff on Chinese model would not be considered a retaliatory tariff for a market, that for practical purposes, does not exist.
It would be similar to tariff on penguins.
