Probably just heavily corroded. Most anti-fouling paints use lots of copper and that will slowly turn the color of the paint towards a verdigris tone.
You might notice it more along the edge between the boot stripe and the underwater area on most ships but, this is a refueling ship...

Not very often you see this.
This is USS Sabine getting ready to refuel USS Enterprise during the Doolittle Raid. Was the white hull bottom some experimental paint?
