The method I have been using for a number of years with great results is very easy: Prime and paint all the plastic hatches, vents etc that will stick up through the wooden deck. Peel the deck off of the backing and spray the sticky side with clear flat coat to kill the adhesive. This allows you limitless attempts at fitting the deck to make sure you don't have to address any fit issues. When you are ready to install the deck permanently, apply a coat of artist's gel medium to the back of the deck, put it in place and press it down slowly and over the entire surface of the deck. Keep a pile of Q-tips and some water handy to clean off the gel that will seep out of the edges and around the hatches while the gel is still wet. When the gel dries the deck will be fixed good and tight and should have no lifting issues. Other water-based glues should work as well (mod podge, elmers) but the acrylic gel has more "grab" to it and is the best glue for this application in my opinion.
