One of the frustrations about PH (that may not necessarily be PHNY) photos is that the PHNY kept records of ships that "they" worked on. The PHNY Weekly Overhaul Reports are generally pretty good (if particular reports aren't missing). But, many ships were serviced by multiple tender/repair type ships at Pearl, particularly destroyer types, elsewhere in the anchorage for minor repairs. I have not found consist records of work they did. Some tenders noted ships they were working on or at least were moored next to them. Deck Logs (available at NARA) would answer the question about dates when these ships were tied up together (dates on photos can be off a few days reflecting when they were processed, maybe not taken).
Likely the Flush-decker is USS Dorsey (DMS-1). The only other Flush-decker with a "1" hull number would be USS MANLEY (APD-1) and the configuration doesn't match her.
