Have just checked March British Destroyers (1966! But still relevant), and Smith ‘Into the Minefields’ (2005), and it seems as if some of what Smith wrote came from March.
The 3 E’s – Esk & Express had the rails and sponsons installed during their building and were fixed.
The I’s – Icarus, Impulsive, Intrepid & Ivanhoe - were retrofitted with sponsons, and plates laid onto which the rails could be bolted.
The O’s – Obedient, Obdurate, Opportune & Orwell – were build with sponsons and plates as the I’s, giving them the ‘potential’ to be minelayers. In Friedman British Destroyers and Frigates, there are photos of them with and without the rails fitted. Fitted they seem to go as far back as the pom-pom position.

Rails- Mine- Disposition of when ship is not on mine-laying mission, but rather operating in destroyer configuration. Were the mine-tracks permanently in place, or only put aboard for a mining operation. British Esk, Express, Ivanhoe, Ithuriel, and the 4 "O"s
