No, you have to build a ship from the bottom up. Finish the hull first. Add the deck then start putting on the super structure parts making sure that you can always get the deck on.. Sometimes the parts get in the way of putting the deck on. Test fit a lot. I attach the railings after things are together. I always put the main deck railings on last because I always find a way to break them otherwise. Test fit a lot.
I have had good luck using Charlie's process. I have been pretty happy with putting the deck down after the hull is finished. You can work out the kinks in the deck without detail parts in the way. The decks I have done have not fit 100% perfect, but are pretty good. I have done a 1/350 Tamiya Missouri and a Trumpeter San Francisco this way. I do the railings last. I found I did less damage if I put the 20mm mounts on before the final railings but others may hate this method.
