That last photo is USS Marblehead, not USS Memphis.
Here is another not so great look at USS Tuscaloosa. Nothing on her boat deck or her after Director platforms shows any brown Lino.

No strong evidence has surfaced yet to explain why we are seeing brown linoleum on some USN ships during this time period but not on others. Personally I have not seen any evidence yet that any of the Treaty cruisers wore brown lino. These pics of New Orleans, Indianapolis,and Tuscaloosa do not show any brown on the visible decks in the photos.

But if you look at USS Memphis 1939, some of her decks were brown lino.

Did the U.S. Navy use linoleum on exterior decks of treaty class cruisers? I know there was some use on battleships.
