Pretending what? You told me I have a poor understanding of the various rules of war. I don't know what I don't know, Phil. It's obvious to you because your understanding is better. I am as clueless as you say. I could then use--and would appreciate--a better understanding. I glanced over some stuff on the IHL after you posted. You (and in general the USA) have a very poor understanding of the various rules of war, and international law, and how they changed.
Likewise, the UN Charter and other post-WW2 international laws were mostly written by the USA/UK based on their experience and lessons from WW2.
The USA, in general, moans about those restrictions nowadays because they have "forgotten" the reason for those laws, and who wrote them. (The UK has similar, but different problems with their memory.)
