Technically, I would argue that the round-down part of the flight deck is part of the effective use of the deck as it was designed to slow landing planes down. (Possibly too, to improve the airflow over the stern of the carrier.) The need to park more planes on the flight deck out-weighed any usefullness the round-down might have had and they were removed.

...of the overall length of the flight deck? Just occurred to me that since they are not part of the effective surface area of the flight deck, they might not be counted as part of the measurement.
