The upgrade set comes with an SPQ-9B, and their method of running an arrow from an image of the part to where it belongs on an image of the real ship shows that replacement. However, since they don't point out anything other than where their parts go, removing (omitting) the SPS-49 and platform can be easily overlooked.

For a fully modernised CG of the Ticonderoga class, you have to remove the SPS-49 radar and its platform and add SPQ-9B instead of SPQ-9A.
