Your approach is probably the best. Masking tape on the deck, then light gray primer followed by the white. Painting white is a hassle. I recently started using AK Lacquer paints. The insignia white in this paint line covers exceptionally well.

Hi Simon, I suggest an undercoat of the Mr. Surfacer Base White.
I've had good results with it, thined 50 -50 & sprayed on.
