I had earlier bought plans from Jecobin, but these appeared not longer be available. At least some plans at Fleetscale appear to be the same as the ones earlier sold by Jecobin.

Fleetscale calls them Quaycraft and Quaycraft announced that they had bought Jecobin's plans:
