Army bases in the American south were named after Confederate generals so that southern Congressmen and Senators would approve the appropriations.

You state that the re-naming was done only for a group of potential electors. Yes, that would be normal in a democracy.

Do you thought about why the original names were used?

It is one think to complain about the politic motives of the re-naming, but ignoring the politic motives of the choice of original name, makes that argument not really convincing.

Far-right-wing fans of the Confederacy were a even smaller groups of voters.
