14th amendment came after,so wouldn't that be ex post facto ICO Maury? 
Previous Message Previous Message...why don’t we condemn and refuse to name ships after the confederate states that seceded from the union and sent thousands of men who fought against the union in other words many individuals...
...in Section 3 of the 14th Amendment where individuals can be held responsible under the law, not collectively.
As for the states themselves one could do well by reviewing the history of Reconstruction where various formerly Confederate states were held responsible unless and until they shaped up.
Of course the Compromise of 1877 sabotaged that goal...but that's another story.
