Ralph is still in business, but apparently no longer making submarine models. He has a 2023 website, which features fire engine models.

I suppose you could ask if he still has his mods for the submarines...

I bought those kits, along with two SSBNs, back in 1996. I think Ralph has indeed retired from the model business. The castings I received were off white (ivory) resin. They were absolutely superb in terms of details and castings
