Correct: the 963's were caught in the "AEGIS/everbody else" mentality. Overhauls that would have installed the VL and SQQ-89 ASW systems were pushed to the right to free up new construction funds, and the Cold War ended before all the installations could be made. The basic ASROC was modified for vertical launch, but an extended-range version was cancelled.
