Wikipedia just says the VLS upgrade was cancelled for her, and Hill and the ABL ships were then decommissioned. Hill was the third of the class to be decommissioned. While not stated outright, this looks an awful lot like "budget reasons."

The navy built 31 Spruance class destroyers in the mid 1970's to mid 1980's. 23 of them recieved the vertical launch system and 7 recieved the armored box launcher system. But one ship the USS Harry Hill DD-986 of this class never did recieve either missile system. Why was this? Was it budgetary?
The Hill certainly did get the 20mm phalanx and the Harpoon missiles. All the Spruance class DD's were built with Asroc launchers . Was there an experiment program going with Asroc? So they didn't add the other systems. Any one know?
