Sometime between this date and the August 9, 1941 letter from Rear Admiral Freeman, Barnegat was painted in 5-D from top to bottom.
Sometime after this letter was issued Barnegat was painted in a version of MS-12.
It is VERY likely that the version she is wearing in the October photos is 5-L, 5-O, 5-D.
Admiral King approved this version of MS-12 to the LANTFLT until the new formulas were available to the fleet.
Early August '41 photos of the LANTFLT clearly show the ships wearing this version of MS-12.
I guess the question is, when exactly did Barnegat paint into MS-12? Was it Aug, Sept, or Oct. '41? And, did Puget Sound have access to the new paints at that time?
Personally, I don't think Puget Sound had the new paints yet.
