What kind of paint? Acrylic, enamel? Depending on what it is, you may need different removal agents.
I have used 000 and 0000 extra fine steel wool pads to remove spills. If done careful, leaves no scratched at all. Light strokes are used. If nothing else, it will blend the edges of the spill into the hull and you can paint overtop of it, as one poster suggested.
I was painting the hull of my new build BB55 1/350 when paint spilled from the cup onto the hull. I've got it cleaned up but still needs work. Should I get some 1200 wet/dry sand paper to finish the prep?
