A relatively cheap pigment and durable when mixed with white lead and linseed oil (which would in itself cause the lead to trend toward yellow.
The NRG had a monograph on ship colors to 1920, and while it tended to address commercial operators they addressed the cost of upkeep. The admiralty would also want to watch their pennys, pounds, marks, or rubles on their fleets upkeep
