You have the two reversed. Micro Set is a “wetting agent” that helps you maneuver the decal into place after it has been immersed in water to activate the adhesive.

Micro Sol is the softener that allows the decal to conform to the model’s surface detail.

Use Set first, then Sol. Use a separate brush for each so as not to contaminate both.
