I've always used Micro Sol successfully, but a modeler buddy swears by Mr. Mark Softer. I think Micro Sol is better for thin filmed decals, and Mr. Mark Softer works better for thicker-filmed decals, as it may be too strong for thinner ones and could damage/dissolve them.
