What's the difference between Mocro Sol, Set, decal film? I remember using Sol and another to set the decal... should I get the 3 pack?

When I modeled years ago we used some clear liquid (not water) to apply decals. But I can't seem to find anything link that now. What do you guys do? Soak of water n soap it on?
