Looks white here, light gray later.
It reminds me of the painted-over white (& red) stripes on planes at Midway. In that case, the red & white were painted over with Blue-Gray (I don't know which mix) to comply with ALNAV 97, as there are lighter stripes on the rudder & also "leftover" red markings slightly darker https://ww2db.com/image.php?image_id=2516
That certainly looks brighter than Non-Specular Light Gray....
I have always wondered if the rudder was a replacement in 1940 Neutrality Patrol colors, specifically AN602 Light Gray.
It isn't white, and 602 makes the most sense.
That was my guess as well, either that or they simply didn't paint it when the Non-Specular Blue Gray was applied.
