The only people I have seen trying to defend Germany against the charge of being mostly responsible for the start of WW1 are those who "forget" the key points at which Germany urged on Austria and gave reassurances which were fiction.
I don't know many people at all who call Germany evil for WW1, although they and the Belgium's were evil when it came to pre-WW1 African colonial actions.
The main responsibility for starting the war, along with instituting poison gas warfare, unrestricted submarine warfare and random bombing of civilian areas are also held against Germany.
Were all the other WW1 combatants "saints" - obviously not - but that does not detract from Germany's own decisions and actions.
So, I think that the number of honest, well informed people who believe that Germany was mainly responsible for starting WW1 is an overall large majority. That large majority also contain groups who believe variations on the themes that the web of treaties was both stupid and power politics were threatening, but it was Germany who pushed the war into reality.
