The USN now has to closely monitor the civilian workers. This follows the destruction of the USS Miami while undergoing maintenance. I was told by a "bubblehead" that the USN no longer trusts the average civilian worker. If it were not for political connections, a good number of the repair facilities would be closed. This is not a cost measure, it's a reflection on the work ethic.
When your own paid employees are more likely to cause destruction to your nation's defense infrastructure than terrorists or foreign adversaries then the question has to be raised, "what's the point?"
