I can't remember the official name of the piece from the deck to the bottom of the door. I call them "knee knockers" cause I have busted on them to many times. To answer the second question are you asking about a hatch that goes between decks? It depends. Some exterior deck hatches dog down from the outside and cannot be opened from the inside. These would not be considered personnel hatches. Personnel hatches that are dogged down between decks have a scuttle hatch in the middle of them so personnel can still transverse in and out. Sorry for rambling on but I hope have answered your questions.
What is the area called between the horizontal deck plate and the part of the bulkhead which rises up to meet the vertical hatch opening? in horizontal hatches it is called a combing. what is it termed in vertical hatches?
If a hatch is locked from one side can it be unlocked from the other?
