What you describe is common for most EU ports too.
There was a massive change in the fishing industry, both a trend to much larger trawlers, which fish more in the open sea, and massive reduction in the amount of fish, mainly caused by overfishing, but also climate change (e.g. affecting herring in the Baltics).
But the Channel Islands and their immediate waters ARE NOT FRENCH!
The comparison with China and San Francisco is strange - because San Franscico is not in the middle of the Bohai Sea, whereas Jersey is Gulf of Saint-Malo, i.e. almost surrounded by French territorial waters.
