There are many ways to transcribe "Ташкент". "Tashkent" is the classical English way, but in German it would be e.g. "Taschkent", the French "Tachkent". "Taszkient" is similar to the Polish way to write that and the second half could be more correct to match the pronunciation (tɐʂˈkʲent). Anyway, today the city is apparently called Toshkent...
It is amazing to see the many different transcriptions of Russian and Chinese ship names!
In regard of the "Blue Cruiser", I would wait for the version with the twin turrets. It looks more elegant. I have built that version in 1/700 using the Combrig kit:
