Yeah, it's not the (minimal) damage that was done that was important, it was that even at that very low point in the war, with the IJN mostly intact, we could reach out and touch their home islands. The Japanese junta had told their people that Honshu was a fortress and the Americans an undisciplined and militarily helpless people - Doolittle proved them all wrong.
