Law of the Sea
One of my many collateral duties when I was ship's company on the USS Briscoe was to maintain the various pub libraries and to conduct training on various subjects; one of which was maritime law. When in international waters, a Captain may use whatever force he deems fit to repel pirates. The problem is the guns. A lot of countries won't allow a ship's crew to posses firearms while in their port. They would have to toss everything over the side before they entered the territorial waters of said country. Makes self defense a little problematic.
