Thanks for the link. I think more than Churchills reputation is at stake as the whole cabinet would have had to agree to something like Operation Paul and of course we know Churchill's reputation was for action first ask for forgiveness later. This was how he operated with Norwegian neutrality before the Germans invaded. Nothing is obviously served by keeping this secret.
Clarifies a few points. Does not mention Operation Paul, apparently still double top secret. Perhaps they were afraid of still offending the Swedes?
Judging from the bookshelves, the Churchill industry is second only to BP in the UK. The moment a discouraging word is mentioned about the great man, ten authors rush into print. Can not see that the veil of secrecy surrounding this protects any vital interest other than his reputation.
