Are you referring to "The Naval Review" begun in 1912 by Admiral Richmond and others?
If so, it's still for members only. Restrictions on members' custody of issues and on quotation of content lapse ten years after publication of an issue.

Can someone please describe the contents of the journal? Does it concentrate on current affairs or does it have historical/technical coverage as well?
