Thanks John. A little bit more research has revealed that this is actually the deck above the flag bridge with the Conning tower and the 3” gun tubs. This completely contradicts the directive to paint all horizontal surfaces including steel decks 5-D for MS-1 ships.

This is a still shot taken from film footage of the salvage of USS California.
In this still the camera man is standing on the Navigation Bridge (notice the 5-L railing in the foreground) and has his camera facing aft. As he pans his camera across the ship he captures a bit of the Flag Bridge below. The deck of the Flag Bridge is painted Linoleum Brown.
